Indian train security guard kills four people, praises Modi

INDIA
A security guard on an Indian train has been arrested after killing a colleague and three passengers. Police identified the shooter as 33-year-old Chetan Singh, a constable with the Railway Protection Force (RPF). In a video, he is seen standing near a victim, praising Prime Minister Narendra Modi and Uttar Pradesh Chief Minister Yogi Adityanath.
CHINA
After weeks of speculation, Chinese President Xi Jinping appointed a new commander and deputy commander to head the People's Liberation Army (PLA) elite rocket forces unit. Xi, who heads the Central Military Commission, led the ceremony promoting the two officers, Wang Houbin and Xu Xisheng.
VIETNAM
Vietnamese police have arrested three ethnic Khmer Krom in the Mekong Delta for handing out information material on minority rights, including the UN Declaration on Indigenous Peoples. One of those arrested is To Hoang Chuong, a well-known activist from Tra Vinh province who was beaten by police in late June.
JAPAN
Typhoon Khanun is currently battering southern Japan today, resulting in the cancellation of hundreds of flights. Officials have urged hundreds of thousands of people to seek shelter. Packing maximum wind speeds of 160 kilometres, the typhoon is right on top of the Okinawa Island Chain. At least 370,000 residents have been advised to be ready to leave as 12-metre waves could hit the islands.
IRAN
Iranian authorities suspended the license of azki.com, an online insurance broker, for posting images of female employees without head scarfs. A 22-year-old Kurdish woman, Mahsa Amini, died last September from mistreatment by the morality police for failing to cover her head properly. The startup is one of many Iranian private companies sanctioned by the government in recent weeks over their employees' resistance to clothing regulations.
RUSSIA
In the first half of the year, Russia has imported US$ 500 million worth of Western-made microchips for dual, military and civilian use, circumventing sanctions, the Verstka news website reports. Moscow also imported pieces of equipment in huge quantities for its military industry and equipment for civil aviation worth at least US$ 171 million.
TURKMENISTAN – AFGHANISTAN
The heads of state of Turkmenistan, Tajikistan and Uzbekistan are meeting in Ashgabat (Turkmenistan) to assess the situation on the border with Afghanistan. Tensions with the Taliban regime are rising in the region over the deportations of Pashtuns; nevertheless, Afghanistan’s neighbours want “constructive relations" with the government in Kabul through regional coordination.
