The authorities struggled to cope with serious disruptions to the transport network: almost 100 aircraft were ground; cancellations and train delays compromised the movement of hundreds of thousands of commuters during rush hour.
Blowing winds up to 216 kilometers per hour, Typhoon Faxai landed on the city of Chiba (east of the capital) just before 5 am, after crossing Tokyo Bay. Faxai is one of the most powerful storms ever recorded in the Kanto region of eastern Japan.
Police report that a woman in her fifties residing in the Setagaya district of Tokyo died after being thrown against a wall. The typhoon also caused the collapse of a high fence in Ichihara, Chiba prefecture, leaving a 20-year-old woman with serious injuries.
The authorities claim that over a dozen people were injured in and around Tateyama, in the prefecture of Chiba; another 10 in the city of Chiba, at least seven in the prefecture of Ibaraki, six in the prefecture of Kanagawa, five in the prefecture of Shizuoka and one in Tokyo.
